Logic would denote that the existence of a "Bully" means that it's antithesis,(the anti-bully, if you will) exists as well in the form of positive reinforcement and protection from, said, bullies. If one has to exist in society, so then must the other. Balancing the scales and making it cost to be bully with equal and proportionate force and tenacity.
